TRANSPARENCY AND DUE PROCESS ARE KEY TO MDGs PROJECT IMPLEMENTATION………Uduaghan

OKONTA EMEKA OKELUM

Recent research reports, news and publications have shown that so many developmental and pro-poor projects never end as designed ab-initio, to this end, at the recent bid opening for the millennium development goals (MDGs) conditional grants scheme (CGS), the Delta State Governor, Dr. Eweta Emmanuel Uduaghan who was represented by the special adviser to the governor on MDGs, Dr. Austin Obidi, said that, transparency and strict due process will mark this years bid opening process as this will lead to a departure from business as usual.

Governor Uduaghan declared that only contractors whose pre-qualification documents satisfied all reasonable criteria will qualify to be awarded the contracts.

The exercise, which, received over 350 pre-qualified application documents from various contracting firms is bent on involving and caring every contractor transparently along, as well as use mass education methodology on principles, procedures and laws governing the MDGs programming and direct public procurement procedure.

Current and would-be contractors were urged to adopt global best practices in the design of their project feasibility study, project management and execution as Delta State Government is not prepared to spend tax-payers’ fund on abandoned, shabby or white elephant projects, this is the determined position of the Delta State Government, as the Uduaghan led-administration prepares to deliver to deltans at grass-root democracy dividends as stipulated in both the MDGs and the 3 point agenda of the state government.
