When Eugene Chukwurah paid last respect to Nne-Nta

It was a celebration of a life well spent as Mr. Eugene Chukwurah, the private Secretary to the honorable member representing Oshimili South constituency at the Delta State House of Assembly, Hon peter Onwusanya, in the company of friends, in-laws, well wishers and relatives, paid his last respect to his centenarian in-law, Late Madam Ariowa Regina Owah, who passed on to eternal glories at a ripe age of 102 years old.

The christian burial ceremony took place at St. John the Baptist Catholic Church, with the internment christian rituals carried out at her residence at 33 odozi street, Agbor, Delta State.

DELTA POLICE COMMAND DEBUNKS RUMOUR ON BOMB BLAST IN ASABA

The Delta State Police Command has debunked the rumour making the round that, there was a bomb blast in Asaba.

Speaking to Journalists in Asaba, the Personal Assistant to the Commissioner of Police who is also the Acting Police Public Relations Officer, ASP Monday Onaiwu Osayi said that it was rather an explosion emanating from a GSM Network Provider Mast formally erected in a compound along Nnebisi road beside UBA and Access Banks.

ASP Osayi stated that the owner of the place who had earlier contracted the land to one of the network providers wanted to develop the land, adding that he contracted two men whom the ASP gave their names as Cyprian Idoko of No 2, Ezemu Street, Onitsha and Cornelius Nweke of Nwaki Street, also of Onicha to remove the concrete where the mast was built.

He said that the two men ignorantly used a dynamite to detonate the concrete.

The Acting Police Image Maker said that the detonation led to the explosion, saying that the wind screen of one Mrs. Oduah’s car who is a staff of UBA Bank was destroyed in the process.

ASP Osayi said that the police command had earlier received information that there was a robbery attack at Nnebisi Road, adding that the command immediately mobilised its men to the scene, only to discover that it was not an armed robbery incident rather it was an explosion.

He stated that the command quickly deployed its anti bomb squad in the place, adding that investigation was still on, just as he said that the two suspects, Cyprian Idoko and Cornelius  Nweke has been in police custody.

ASP Osayi enjoined all residents in the state to be calm, saying that it was not a bomb explosion, even as he urged them to be security conscious at all times.

The Acting Police Image Maker however called for community policing in the state, adding that everyone should assist the police and other security agents to combat crimes in the state.

WORKSHOP ON FREEDOM OF INFORMATION ACT ENDS WITH A CALL FOR ITS DOMESTICATION

A 3-Day National workshop on Overview of Freedom of Information Act 2011 organised by the Nigerian Institute of Public Relations has ended in Enugu, Enugu State.

The National workshop attracted participants from government ministries and agencies including public organisations, the media, local government and the organised labour with over 30 participants drawn various ministries sponsored by the Delta State Government.

The sponsored participants were made up of information Officers, Legal Officers, Auditors, Accountants, and Administrative Officers.

A communiqué issued at the end of the workshop and signed by Mr Celestine Ofuani and Barr, Ernest Edornwonyi, Chairman and secretary of the communiqué drafting committee respectfully called on various levels of government of each state in the federation to commence the process of domestication of the Freedom of Information Act 2011

The communiqué appealed for extension of time limit as specified in section 5 and 6 of the Act to extend to 21 days rather 7 days.

A call was also made for the inclusion of a term of imprisonment in addition to the fine for refusal to give access to information.

Government of all levels were also urged to create full-fledged department of information in the various ministries, local government councils, government agencies and public institutions for massive public enlightened campaign to sensitize Nigerians on the provisions of the FOI Act 2011.

US Troops Deploy to Fight Lord's Resistance Army

U.S. troops have been deploying in central Africa to help the forces of Uganda and other nations fight the Lord’s Resistance Army [L.R.A.]. The deployment is the largest U.S. attempt yet to eradicate the group known for its ruthless campaign of killing, rape, and its use of child soldiers over the past two decades.

U.S. troops are landing in Uganda and from there may deploy to the Central African Republic, the Democratic Republic of Congo, and southern Sudan - areas were the L.R.A. - a scattered force whose numbers are estimated to be around 400 - are operating.

The U.S. troops are combat-ready and have instructions to fight if attacked, but Pentagon spokesman Captain John Kirby said the U.S. troops’ mission is limited to helping Ugandan soldiers and the armies of other nations stamp out the L.R.A.

“The mission for these 100 or so special operations forces is really just advise and assist, and help train local forces to deal with that threat. That is the scope of what they’ are going to be doing. That is the limit to what they are going to be doing,” said Kirby.

The deployment culminates years of efforts by human-rights groups and others to raise awareness in the halls of the U.S. Congress and at the White House of the need for Washington to step in and tackle one of the most violent and vicious militia groups, and its leader Joseph Kony.

Jennifer Cooke, who directs the Africa program at the Center for Strategic and International Studies research group, said, “The U.S. Congress has passed in 2009 legislation calling on the president to lay out a strategy to protect civilians, to apprehend or remove Joseph Kony, and to improve humanitarian access to the region. And I think this is a concerted effort once and for all to help the governments of that region to eliminate the threat, the threat from the L.R.A."

That threat does not directly affect U.S. national security, but Washington sees Uganda as a solid partner in the region, most notably in peacekeeping efforts in Somalia.

Brookings Institution defense analyst Michael O’Hanlon said deploying a small number of U.S. troops to help Uganda fight the L.R.A. is a small investment that could yield big returns for the United States.

“To the extent the United States has any interest in Somalia being stabilized, it has an interest in seeing the Ugandan government able to keep its own country together, and able to keep it its own forces partially deployed to Somalia in order to help with that country where there have been al-Qaida related groups in the past.”

Advocate John Bradshaw prefers not to speculate on possible U.S. motives. He directs the Enough Project, a U.S. group that works to eliminate genocide and crimes against humanity, primarily in Africa’s Great Lakes region. To Bradshaw, what is important is that Washington is taking action, providing support that he said could help protect civilians.

“A lot of that is information-sharing, having communities get timely alerts about possible L.R.A. action, improving communications equipment, putting up cell phone towers so that vulnerable populations are forewarned when attacks might happen,” said Bradshaw.

For two decades, Uganda and other nations have been unable to wipe out the L.R.A. The group has broken up into smaller units and dispersed across borders through the jungle terrain. O’Hanlon said the U.S. military will bring some of the capabilities developed in wars in Iraq and Afghanistan.

“In addition to training, which we are obviously pretty good at with some of our special forces, we also know how to do things like listen to cell phone communication and watch people with drones. Watching them with drones in the jungle is harder than watching them with drones in the desert, but we have gotten better at some of these things and we may be able to impart some of our lessons and best practices to the Ugandans.

U.S. leaders hope that with this knowledge and technology, even 100 troops can make a difference.

Israeli Soldier, 477 Palestinians Freed in Prisoner Swap

An Israeli soldier held more than five years by Palestinian captors has returned home, and Israel has freed more than 400 Palestinians, in one of the largest prisoner swaps between the two sides.

Israeli army Sergeant Gilad Shalit returned to his family in Israel amid an outpouring of national joy, as 477 Palestinian prisoners, 27 of them women, regained their freedom amid celebrations across the Palestinian territories.

The spokesman for the Israeli military General Yoav Mordechai, announced Shalit's release shortly after midday on Tuesday. He said Gilad Shalit has returned home, back from the military operation he left for on June 25, 2006.

That is the day Shalit was captured by forces of the Hamas Palestinian group during a clash in southern Israel.

In subsequent years, there were intensive diplomatic efforts to gain the soldier's release, along with flare-ups of fighting that inflicted considerable damage on Palestinian installations in Hamas-ruled Gaza.

Hamas transferred Shalit to Egypt Tuesday morning under a deal mediated by the Egyptian government. Egyptian authorities quickly handed him over to the Israelis.

Shalit told Egypt's Nile TV that he had been informed of his impending release about one week ago.

He says he missed his family and missed talking to people. He says he was afraid he would be a prisoner for years to come.

In the Palestinian territories, the mood was jubilant as hundreds of prisoners, including some who had been jailed by Israel for decades, regained their freedom in the swap and rejoined their families.

But some released Palestinians were not able to go home. Dozens who were from the West Bank were instead deported to Gaza or elsewhere. One of them, Halal Jarad, told al-Jazeera TV he is sad he will not see his family but that he would seek to live a normal life.

"I plan to open a house and marry. And I look for peace. It's very difficult in the war. It's very ugly from all the conditions," said Jarad.

Palestinian leader Mahmoud Abbas welcomed the prisoner release.

Abbas said there is an agreement with the Israeli government for the release of another larger group of Palestinians soon. "We are asking the Israelis to respect their promises," said Abbas.

Under the deal, Israel is to release an additional 550 Palestinian prisoners within two months. An estimated 6,000 Palestinians remain in Israeli jails. Hamas leaders have vowed to see them all released.

The deal was controversial. Families of some of the Israeli victims of Palestinian attacks were angry to see the attackers go free. Other Israelis feared the prisoner release would lead to an increase in violence.

Palestinians were upset that some of their most prominent figures in Israeli custody were excluded from the deal.

DTSG TO REPOSITION AGRIC SECTOR FOR EFFICIENCY

Delta State Government has reiterated its determination to boost food production by repositioning the Agricultural sector for efficient service delivery.

The State Commissioner for Agriculture and Natural Resources,  Barr. Misan Kubenyinje, stated this while fielding questions from pressmen after a meeting with the Association of Cassava Growers, Delta State chapter, in his office in Asaba.

Barr. Kubenyinje said that the main focus that the present administration was to promote massive food production by supporting  the farmers in the state, adding that farming in-puts, such as high yielding cassava cuttings, fertiliser and fingerlings, would be distributed to the farmers across the state at a very low price.

He enjoined farmers in the state to form themselves into cluster groups to enable them go into commercial farming as well as to access the various loans available for   the promotion and development of Agriculture in the state.

The Commissioner disclosed that the Federal Government had concluded plans to start cassava processing factories in the country with Delta State as one of the major processing centres, stressing that such a bold stride would not only enhance food sufficiency but would encourage the farmers to produce more for exportation which in- turn would increase the foreign exchange earning of the country.

Barr. Kubenyinje said that the Youth Empowerment Through Agriculture scheme (YETA) would be strengthened, adding that the first batch of the young farmers that went through the programme were doing well in their  various  chosen  agricultural vocations, just as he said that  the FADAMA programme had come to stay in the state.  

SINEBE URGES COMPLETION OF LOCAL GOVERNMENT PROJECTS

The Special Adviser to Delta State Governor on Local Government Projects Monitoring, Sir. Jude Sinebe, has urged all heads of local government councils in the state to complete all on-going and abandoned projects in their areas.

Sir Sinebe made this statement when he visited Oshimili North, Oshimili South and Aniocha South Local Government Areas as part of his familiarization tour of the local government areas.

He said that his duty was to verify projects executed within 2007 till date, adding that all projects that were not executed according to specification would not be paid for, even as he emphasized that local government projects should be publicised to enable the grass-root populace whom the projects were meant for, get vital information on such projects.

He commended the work already embarked upon by the executive of the councils visited and called on them to do more so as to consolidate on the achievement of the Uduaghan Administration, just as he said that all local government councils’ projects would be posted in the Delta State Website for proper documentation.

Some of the projects inspected in Oshimili North included the Finance and Treasury block, the 1.3 Kilometres road with drainage from Akwukwu-Igbo to Ukia-Ukpunor as well as the on-going building of the ultra modern market at Ibusa.

In Aniocha South, the Special Adviser inspected the on-going building of 60 open market stores, V.I.P toilets, functional bole hole and a completed classroom block at Ase Primary School in Ogwashi-Uku.

At Oshimili South, he inspected the construction of the Staff canteen, landscaping of the secretariat and reconstruction of the gate house among other on-going projects.

The Head of Administration, Mr. Emokiniovo Itobore and the Technical Engineer, Mr. Louis Enyi were part of the team that accompanied the special adviser.

Israeli-Palestinian prisoner exchange a ‘humanitarian breakthrough’ – Ban

Calling today’s exchange of prisoners by Israel and the Palestinian group Hamas a “significant humanitarian breakthrough,” Secretary-General Ban Ki-moon said he hoped it would have a far-reaching and positive impact on the stalled Middle East peace process.

In a statement issued by his spokesperson, Mr. Ban noted that “he has long called for the end of unacceptable captivity of [Israeli soldier] Gilad Shalit and has also called for the release of Palestinian prisoners.”

Hamas today released Mr. Shalit, who had been held captive since June 2006, in exchange for the release of more than 1,000 Palestinian prisoners by Israel. The first 477 of those prisoners were released today.

Responding to a reporter’s question in Geneva, Mr. Ban said he was very encouraged by today’s actions and voiced hope that the two parties will return to negotiations so they can realize the vision of two States, Israel and Palestine, living side by side in peace and security.

In the statement Mr. Ban thanked Egypt and Germany for their contributions to the process that led to the prisoner exchange.

“In the aftermath, the Secretary-General hopes that more far-reaching steps will be taken to end the closure of Gaza and enable reconstruction. He continues to call in the same context for an end to the smuggling of weapons and a sustained calm between Israel and Gaza.”

PS CHARGES COUNCILS TO ENSURE REDUCTION IN ADULT ILLITERACY

The Permanent Secretary in charge of the Agency for Adult and Non-Formal Education (NFE) in Delta State, Mr. Alexander Ukubeyinje has called on Local Government Councils in the state to complement the state governments’ effort in reducing Adult illiteracy through the establishment of Adult literacy and vocational centres.

  Mr. Ukubeyinje made the call when he led members of the Agency on an Advocacy/sensitization visit to Ethiope West, Sapele and Okpe Local Government Areas.

According to the Permanent Secretary, it is necessary for all hands to be on deck in order to reduce the level of Adult illiteracy in Nigeria, which he described as a United Nation Policy.

Mr. Ukubeyinje however commended the HPM of Okpe local government council for the council’s contributions to NFE programme in the council.

While enjoining them to give priority attention to the programme, he tasked them to establish organic integrated centre in the area, saying that the Youth Corpers could be used to run the centres.

The PS charged the council to intensify efforts towards reducing illiteracy level in the state, saying that it should establish as many literacy and vocational centres in the area.

Ahmadinejad Says Claims About Iranian Plot A U.S. Lie

Iranian President Mahmud Ahmadinejad has said U.S. allegations of an Iranian assassination plot resembled the claims about weapons of mass destruction that formed the basis for the 2003 U.S. invasion of Iraq, and would prove to be equally untrue.

Ahmadinejad, in an interview on al-Jazeera television on October 17, said Washington had fabricated the plot of an Iranian seeking to kill Saudi Arabia's ambassador to Washington in order to create divisions between Iran and Saudi Arabia and dominate the Gulf region.

Two men have been charged in a U.S. federal court in the alleged plot to kill the Saudi ambassador to Washington. One of the suspects, an Iranian-American, is in U.S. custody, the other one is a high-ranking Iranian Revolutionary Guards official.

Ahmadinejad said the United States was accusing Iran of involvement in the plot to strengthen international sanctions against Tehran. He said Iran will not investigate the U.S. allegations.

Britain today froze the assets of five men, including the two main suspects, over their suspected links to the alleged plot.

We are building new schools as we hand over mission schools to owners......Dr. Uduaghan

Delta State government has approved the construction of new schools in communities having only missionary schools to replace those handed over to the mission to enable them have choice over which to attend.

The State governor, Dr. Emmanuel Uduaghan who announced this during the inauguration ceremony of the State Busary and Scholarship Board in Asaba, said two schools have already been established in Ozoro and Ororokpe to actualise the policy.

Dr. Uduaghan therefore appealed to communities in the state having issues with the handing over of schools to bear with the state government as such issues would be addressed.

The governor explained that modalities for the return of schools to the mission have been completed and the interest of all stakeholders involved addressed.

Explaining further, he said the committee that handled the return of schools did a thorough job and all fears both from the teachers, communities and religious organization were taken care of to ensure that the exercise satisfied the interest of all.

He said the hand over of schools was done in the interest of the government and the people of the state, explaining that it will go a long way in ensuring academic excellence and discipline.

“My administration have approved the return of 40 schools to the missionary. The state government has also approved the establishment of two new government schools in Ozoro and Ororokpe as the only school in the community were mission schools.”

He announced that the state government pays the highest amount on bursary and scholarship more than any other state in the country saying “ I can say that the state government spend more money on bursary and scholarship than any other state in the country.”

The governor explained that his administration was committed towards assisting students in the state to achieve their potentials especially through education.

He expressed optimism that the new board would do its best in promoting his administration’s three point agenda. “We believe that every arm of government has a touch of Christianity, we hope that the members of different boards in the state will bring religious touch into their activities in order to help the state grow.”

Responding the Chairman of the board, Rev. Fr. Buchi Aninye thanked the state government for giving them the opportunity to serve the state and promised that they would do their best in improving the image of the state.

He called on  Deltans to give the board the necessary support and co-operation especially through prayers in order to enable them excel in their assignment.

Egyptian man kills wife and buries children alive

A Muslim man in Egypt killed his wife because she was reading the Bible and then buried her with their infant baby and an 8-year old daughter. The girls were buried alive! He then reported to the police that an uncle killed the kids. 15 days later, another family member died.

When they went to bury him, they found the 2 little girls under the sand - ALIVE! The country is outraged over the incident, and the man will be executed.

The older girl was asked how she had survived and she says: 'A man wearing shiny white clothes, with bleeding wounds in his hands, came every day to feed us. He woke up my mom so she could nurse my sister,' she said.

She was interviewed on Egyptian national TV, by a veiled Muslim woman news anchor. She said on public TV, 'This was none other than Jesus, because nobody else does things like this!' Muslims believe Isa (Jesus) would do this, but the wounds mean He really was crucified, and it's clear also that He is alive!

But, it's also clear that the child could not make up a story like this, and there is no way these children could have survived without a true miracle.

Muslim leaders are going to have a hard time to figure out what to do with this, and the popularity of the Passion movie doesn't help! With Egypt at the center of the media and education in the Middle East , you can be sure this story will spread.

ANAMBRA PEOPLE AS THEIR GREATEST ENEMY

 As soon as Gov. Theodore Orji sacked non-indigenes in the civil service of Abia State, Gov. Obi went to see him. The Abia Gov. Said that even if he returned those sacked that he would not return the people from Anambra State. He said they were his major problem in Abia and that they would not do in Abia the nonsense they do with constituted authority in Anambra. What does that tell you about our people attitude toward ndi ochichi ?.He lamented that it was ndi Anambra living in Abia that has the courage to pelt him with pure water during his campaign.



Today in Anambra, our Governor Okwute:

1.     Has not borrowed money from any financial institution, whereas lagos, Enugu, Imo, Abia and most other State have either borrowed  Billions or raised bonds, yet Mazi Ndibe and his group  has not  written a single line of commendation on the forum or is it not worthy of commendation? Borrowing is not intrinsically bad, but not as done by Governments in Nigeria.

2.     Today, in Anambra, unlike in the past, Governor Obi has cleared the arrears of 18 months owned pensioners and yet Okey and his group have not written a line of commendation or are they not aware of this?

3.     Today, all Anambra retirees get their pensions and gratuities in not more than two months after retirement unlike in the past when it took years and yet this is nothing to our men in journalism.




4.     The only comment  Ndibe  made about the imposing teaching hospital under construction is the say that it is not fit to house prisoners. Fairnest is fairnest. This is pure anya ufu and ntaji anya to be kind with words!



5.     Today, Anambra workers have two giant secretariats, the first since creation of the State , but it means nothing to this group of critics.

6.     Today, the biggest foreign direct investment is coming up in Anambra State. The SABmiller facility will roll out production in August of 2012 .



 Do they realise the economic effect that will have on the State?

7.     Today, the massive development of the Anambra State university at Igbariam is taking place.
8.     Talking about the minimum wage, Anambra workers went on strike  despite the fact that 10,000 Naira was added to them, when Enugu merely added 5,000 and Ebonyi, Imo, Abia and many other States are yet to add anything and yet Okey and group say that workers were right to go on strike.



9.     Medical Doctors are on strike, not because anybody is owing them, but because they want to be paid something in the region of 600,000 while the Governor says he can only pay something in the region of 300,000 Naira and yet uninformed group will call for the crucifixion of Obi with or without understanding the bone of contention.



10.  Today, Government has built five classroom block in all the towns in Anambra and is about launching the second phase

14.  In the judiciary, today Obi has built new courts: customary court of Appeal at Awka, Courts at Nnewi, Ogidi. Justice buildings at Onitsha, Otuocha, Ekwulobia.
15.  The imposing business Park, 1st and second phases are nothing to this group.

16.  ANIDS transport started with less than 100 vehicles, today it has over 200 vehicles all bought from money generated by  Anids transport. The Tracas with us have not even bought one new vehicle.

17.  Today Obi is working on 15 small town’s water schemes and this group pretend they do not know, but once a bonfire is set at AROMA, they will get the news and go to market.

18.  The school of Agriculture at Mgbakwu has been completely rebuilt with 8 new buildings. To this group, this is nothing,

19.  The giant building Obi erected at the State University, (Igabriam and Uli) and Nsugbe – Faculties of law, mass communication, social sciences, Biological sciences, class room blocks, among others, are swahili to this group.

20.  Today, most towns in the State have primary health care building and this group are ignorant of this.

21.  Tell me how many real bridges past Governors in the State built. Obi is either building or completed 15 bridges, some of which are: Ogbamabo, odor, Umuodu, Aghomili, Ebenebe,Agara, Ekure, Ubo, ottah, Otuku, okpu, among others.

22.  Today Obi has procured new road equipment for maintenance of existing roads. What is delaying its taking-off is the on-going hiring of an expatriate to man it.

General Counsel Calls for Flexibility in Detainee Cases

Recent laws and legislation dictating how the United States handles and prosecutes military detainees tie the executive branch and military’s hands and risk national security setbacks, not gains, Pentagon General Counsel Jeh C. Johnson said today.

Speaking at a Heritage Foundation forum here, Johnson said Congress’ efforts to restrict how the executive branch deals with detainees complicates the process and threatens to undo improvements.

“Congress must be careful not to micromanage, complicate and impose across-the-board limits on our options,” he said. “Both the Congress and the executive branch must be careful not to impose rules that make military detention more controversial, not less.”

Johnson noted provisions in the 2012 Defense Authorization Act he said limit government’s flexibility to handle detainee operations.

One provision in the House bill prohibits DOD funds from being used to transfer non-U.S. citizen detainees to the United States. As written, the bill allows for no waivers or exemptions.

“Such an unqualified, across-the-board ban is not in the best interest of national security,” Johnson said.

The House bill also specifies that military commissions, not federal courts, must be used to prosecute defendants charged with a broad range of terrorist acts.

Decisions about the most appropriate forum for prosecuting terrorists should be determined by prosecutors and national security professionals on a case-by-case basis, Johnson said.

“A flat legislative ban on the use of one system … in favor of the other is not the answer,” he said.

Another House provision rewrites the periodic review process for Guantanamo Bay detainees by mandating the use of military review panels.

Johnson called the provision “contrary to our best judgment” in large part because it undoes a carefully crafted national security team process.

“Our experience shows that interagency review is valuable and preferred to take advantage of the expertise and perspectives across the national security community in our government,” he said.

The Senate version of the 2012 National Defense Security Act mandates that certain members of al-Qaida or its affiliates be held in military custody “pending disposition under the law of war.” The only exception comes if the defense secretary directs in writing to “give him up,” Johnson said, noting that the bill raises questions about who it applies to and what would trigger it.

The 2012 defense budget bill isn’t the first to dictate the way the federal government handles, detains or prosecutes suspected terrorists or enemy combatants.

The 2011 Defense Authorization Act prohibits the use of DOD funds to transfer any Guantanamo Bay detainee to the United States “for any conceivable purpose,” even as a defendant or cooperating witness in a federal prosecution. No waivers or exceptions are allowed, Johnson said.

Another provision mandates that before any Guantanamo Bay detainee can be transferred to a foreign country, the defense secretary must certify to Congress details about the arrangement. The only exception is when a court order directs the detainee’s release.

Nearly a year after the law took effect, Johnson declared it “onerous and near-impossible to satisfy.” Not a single Guantanamo Bay detainee has been certified for transfer since this legal restriction was imposed, he said.

Johnson cited steps taken over the last several years to build a “credible, sustainable and more transparent system” regarding detainees. “The overall goal should be to build a counterterrorism framework that is legally sustainable and credible, and that preserves every lawful tool and authority at our disposal,” he said.

That, he said, includes opposing legislation that complicates efforts and makes military detention more controversial.

“For this and future administrations, we will oppose efforts to make military detention more controversial and restrict the executive branch’s flexibility to pursue our counterterrorism mission,” he said.

“The executive branch, regardless of the administration in power, needs the flexibility, case by case, to make well-informed decisions about the best way to capture, detain and bring to justice suspected terrorists.”

According to a memo referenced AG/AN/S.198/VI/22 and signed by the Anambra State Attorney General and Chairman of the State's Advisory  Council  on Prerogative of Mercy, Barr. Emmanuel Chukwuma, the lucky
 persons were serving terms in Oji Prisons (in Enugu State Command ), Onitsha Prison, Awka Prison and Aguata Prison.


Those in Oji Prisons are Obinna Oluchukwu and Amobi Chukwuedozie ; from Onitsha Prison are Onuora Okechukwu  and Obinna Azi while Emeka Ezeokeke and Junior Okoro were granted amnesty from Awka Prison.

Three persons who benefitted from Aguata Prison are John Emmanuel, Emeka Nwagbom and Eugene Kum .
